mt-sync-code-data.yml could trigger mt-release.yml, but it did not expose/pass through newly supported release controls for store publishing. This PR aligns sync workflow dispatch inputs with release workflow inputs for store-skip behavior.

Workflow dispatch input alignment
- Added skipStoreAll and skipStoreProduction to:
  - shared-overwrite/.github/workflows/mt-sync-code-data.yml (workflow_dispatch.inputs)
- Defaults and types match mt-release.yml definitions.
Release trigger passthrough
- Updated the gh workflow run mt-release.yml invocation in mt-sync-code-data.yml to forward:
  - skipStoreAll
  - skipStoreProduction
- Ensures manual/scheduled sync-triggered releases can control store publishing scope directly.
