implement user message if no service data present

Per conversation with Rich Baldwin, implement a feature that causes Multigraph to display a message to the user saying something like "no data is available during this period for temp,precip" when viewing a time period that covers a request for which no data was received.

This is only pertinent for web service data situations; the message should be on a per- basis.
