In our engineering practices this typically isn't necessary, or usually we actually want dismissal of code owners' reviews only as opposed to all reviews.

We can add a setting to turn off all dismissals, but reading your comment I'm not sure if that's what you are asking for.

This is exactly what the smart dismissal does - it will only dismiss reviews if a file of that the reviewer owns has changed. Just to make sure, did you disable the branch protection rule: Dismiss stale pull request approvals when new commits are pushed?
