Add upload options to bypass validation failures

For example, if an edge table references missing nodes, then present a dialog box with the option to simply omit those rows from the graph.

This happens with the stock airport data when using airports.dat and routes.dat together, for instance, and should not present a permanent barrier to constructing a graph from that data.
