Publish to Maven Central

Setting up publishing to Maven Central proved to be a hassle.

I used Github RAW serving to set up something similar to:

This ticket tracks moving to upstream Sonatype repos/Maven Central.

The Github RAW serving does not appear to be working.
The README currently says https://raw.github.com/mwitkow/maven-repos/master but that gives a 400 error.

There does appear to be a legacy 1.x repo at https://github.com/mwitkow/maven-repos/tree/master

Oh, yea, sorry about it. It was publishing an ivy structure instead of a maven one. I think the new maven-repos publishing with 2.2.0

Confirmed that Gradle can pull from the repo. IntelliJ complains about it not being indexable, but that can be ignored.
