TweakAt doesn't work for Raft layers

I'm trying to tweak temperatures of layers of my rafts. If I set a negative value for layer number, the tweak isn't run at all.

Indeed, it doesn't seem to trigger then.

Probably the same cause as Ultimaker/Cura#1344.
