[Issue] Compat between open Parties and Claims missing, hammers can mine in protected chunks

Steps to reproduce the issue

1. Install Open Parties and Claims + Justhammers
2. Let other player Claim chunk
3. Make sure youre not in their team
4. Mine blocks near it

Description of the issue you are having

Open Parties and Claims is not compatible with the larger mining area, im not sure if you have fixed this in later minecraft versions and just havent backported it or something else, im very happy to help in any way i can.
