Pass flags parameter to OS_ModuleLoad()

Change in nasa/osal#643 adds a "flags" parameter to OS_ModuleLoad, which needs to be added to CFE where this function is invoked..

Describe the solution you'd like
Add "flags" parameter. Initially this can just use the GLOBAL flag (0) to maintain the same behavior.
