OPE: Test Class Gatekeeper Policies and create new policies required by the course

Motivation

Jonathan's OPE AI Course is going to have two container images students can select from. One requires a GPU and the other is not allowed a GPU.

Completion Criteria

The following gatekeeper policies have been created and tested:

• Restrict students to only be able to select from the two class images
• If selecting the image that requires a GPU, they are constrained to only starting it with a GPU
• If selecting the image that doesn't allow GPU, they are not allowed to select a GPU
• For either image, they are constrained to a Small resource size.
