`CapabilityBooleanType.fromValue` can return `null`

CapabilityBooleanType.fromValue can return null - is it safe? While here, we could revisit this behaviour and maybe make it non-null?

In this case (or maybe all other too) it is safe, as this just restoring the value from db.
And write is definitive a CBT.
(Reading from online / capabilities is also safe, as the value is checked like:
if (value == "true")
return CBT.TRUE
else
return CBT.False
