Describe the bug

I've just read changelog and then upgraded Deck from version v1.8.2 to v1.8.3. There is feature added for:

"Permanently delete deck cards marked as deleted after 5 min in a cron job" #4301
but it seems not to work at all.

To Reproduce
I've tested it in multiple cases:

1. I just checked previously deleted items and nothing happened to them
2. I deleted on of previously existing (current) issue and also nothing happened.
3. I created new issue on board and then deleted it, unfortunately without any action.

Expected behavior
I expected deleted items to be deleted permanently as the feature's title says.

That's very weird, but it started working the next day. When I was reporting this issue I have been testing it for 2h, so cron should have run multiple times during this time, but no success. But when I opened it today morning, all deleted cards are missing, so it works now.
