Cannot accept or decline federated share after dismissing notification #23769

Steps to reproduce
- Share a file with a remote user
- Dismiss notification in the remote Nextcloud instance without clicking "accept" or "decline"
- Cannot accept or dismiss external share anymore
Expected behaviour
The pending external share should be shown somewhere, for instance, in "Pending shares".
Actual behaviour
The pending external share is nowhere to be found. The entry in the oc_share_external table still exists, though.

Nextcloud version: 20.0.1
Updated from an older Nextcloud/ownCloud or fresh install: Updated from Nextcloud 19.x
