I want to have a group of non-admin users that can edit all users and groups in the installation.
In my case, there are some people (secretary, ...) that should be able to edit all users and groups. They should not be super-admins but only admins for all users and groups.

Describe the solution you'd like
Under "Admin right privilege" I want to select a group of users. Members of this group should be able to edit all users and groups.

Describe alternatives you've considered
Theoretically it is possible to set the users as group admins for all groups. This is not very nice for many groups and users in a very dynamic setting. Also all Users must be part of a "super" group to make them visible to the group admins.
