[Bug]: False success notification (toast) when changing a user's password

Bug description

When attempting to change a user's password in scnearios where it shouldnÄ't and isn't changed a success message gets display and if the password policy is not fulfilled the message is English despite the UI being set to German (for example)

Steps to reproduce

1. Open user mgmt
2. Pick a user and change the password to i.e. 1
3. Hit the save-arrow
4. On the admin-password confirmation screen close the dialog with the "X"

You'll get an error notification + a success notification

You'll get a success notification and an error notification in English/German mixed:

Just the error message is displayed - fully translated (to German in this scenario or any other currently in use given a translation is available)

Thanks a lot @solracsf

One thing I noticed the PR didn't have a change for the password policy part, in case the new password violates the policy, that one is have translated to, have Englisch.

I guess thats ie and would be in a separate app?

Those strings are translated in the password_policy app (and they are correctly translated) but somehow the HintException doesn't pass them correctly to the Vue.

Must be handled in a separate PR.
