[Bug]: Upload notification emails no longer sent after update to 31.0.3 #52159

Bug description
After updating from Nextcloud 31.0.2 to 31.0.3, upload notification emails are no longer being sent to users who are supposed to receive them.
Steps to reproduce
- Share a folder with another user.
- Upload a file to the shared folder.
- Observe that the recipient receives no upload notification.
Expected behavior
Users should receive email notifications (e.g., "a file has been uploaded to a shared folder") when files are uploaded.
