[Bug] Password checkbox unchecks after error message

When creating a public share link for a file or folder, the "Password protection" checkbox is unchecked if submit with non-compliant password

Steps to reproduce

1. Enable password_policy app
2. Enable any policy in "Administration settings > Security > Password policy > General password policies"
3. Enable "Always as for a password" in "Administration settings > Sharing > Allow users to share via link and emails"
4. Go to Files app and create public share link for a file or folder
5. Enter a non-compliant password (except the length)
6. Submit

Expected behaviour

The error password is shown up, the "Password protection" still checked and the input password not cleared.

Actual behaviour

The error password is shown up, the "Password protection" unchecked and the input password field cleared.
