Steps to reproduce

  1. Create a user
  2. Make that user a group admin
  3. Go to the users settings as that user
  4. Change own quota

Expected behaviour

Should be able to change quotas of other users, but not the own.

Actual behaviour

Able to change the own quota.

Server configuration

Operating system: Ubuntu 16.04.4 LTS (GNU/Linux 4.4.0-112-generic x86_64)

Nextcloud version: 13.0.1

Updated from an older Nextcloud/ownCloud or fresh install: Updated from 13.0.0, but not sure if issue was available previously
