refactor(encryption): migrate to Vue 3 and Typescript and script setup

Summary

• migrated settings to Vue 3
• Adjusted backend:
  • use strong types to get a http error 400 instead of 500 if wrong parameters are sent
  • properly handle exceptions thrown (prevent http error 503 when it should be a http 500)
