In nidigital, get_history_ram_sample_count() and is_site_enabled() does not accept integer for site parameter

Description of issue

In nidigital, convert_site_to_string converter was added to allow site to be passed as integer. But for some reason code generator is not adding the converter to implementation of get_history_ram_sample_count and is_site_enabled.

#1337 should be resolved before resolving this.

In #1359, convert_site_to_string was removed. Issue not present anymore.
