Reduce the system test run time for nidigital, nitclk and nifgen #1695

Description of issue
Currently, Turn around time for the PR validation is taking around 30 minutes. In the PR validation nidigital, nitck, and nifgen are taking 25 minutes, 20 minutes, and 14 minutes respectively.
