Stop capping grpcio dependency version at < 1.53

### Description of issue

grpcio dependency version for Python 3.7 was limited to <1.53 due to a lack win32 wheels.
This should be removed when there are once again win32 wheels available or, more likely, when Python 3.7 support is dropped.
