No support for LIN No Response frame type

Add lin no response frame.

Should we implement it as a custom frame type, like we did for other special frame types, or should we reuse the existing LIN Frame type?

Since this is only supported in 16.1 and later, will we need a way to reconcile that with 15.5 support?

Since this doesn't try to call into any entry points, that shouldn't be a problem. If the frame type is returned to the caller, it'll be adapted. If the frame type isn't supported by the driver then it'll never be passed up.
