Document `vagrant` repo

I am on the final stretch of vagrant-nodebugme. It has successfully stood up PostgreSQL and is now fetching issues (which it has successfully done in the past). Where would be a good place to document the repo's existence?

Okay, it went through seamlessly except for 1 hiccup. I forgot to move to the patch in #13. After that, everything works as intended =)

Sorry for the delay. I've been busy poking at moving away from node-specific fields in the database.

One concern about the Vagrant repo is that it doesn't match production -- which is totally my fault, since I never really went into what the production setup looks like (sorry!) Production currently looks like the following:

• CentOS 7
• Postgres 9.2.7
• nginx 1.6.2
• node 0.10.latest

Nginx handles SSL termination and static media, and proxies other traffic back to Node, which is listening on a local port (hence the delay on #13 -- we definitely need the option to listen locally, and default to that option).

In my experience, it's kind of painful to have dev and prod setups that diverge -- especially the version of Postgres. I'd be happy to take a stab at porting the vagrant scripts to CentOS, though I may need pointers as I'm relatively new to Vagrant.

It is still closer than someone developing from OSX =P Anyway, I don't think it should be too hard but it would be good for you to take a look since 2 collaborators are better than 1. Vagrant should be relatively straight forward to pick up; my coding style with it is to use bash as a provisioner since it is more common to developers than puppet and its kin.
