Add Node-API bindings for React Native

There are a number of projects related to Node-API implementation for React Native:

• The new react-native-node-api project implements Node-API for React Native.
• Node-API implementation for the Hermes JavaScript engine used by React Native.
  • It is currently implemented in hermes-windows
  • This PR targets to merge it to the upstream repo: [DRAFT] Add Node-API to Hermes facebook/hermes#1377
• React Native uses JSI as the main C++ API for JavaScript engine.
  • This node-api-jsi project implements JSI on top of Node-API
  • It is being used internally by React Native for Windows
