Personal Access Token for dependencies check

I'd like to create a PAT for running the script in - nodejs/node#43362 as a nighly job.

From the description the PAT does not need any permissions need to be given to the token, since it's only used to query the public database.

Unless there are any objections I'll do that/work on adding a night jenkins job soon after nodejs/node#43362 lands.

Turns out this is not needed as a github action, closing.
