We noticed that there were weird tap failures in #862 with node 16. When tested locally I noticed that we needed to updated tap to support Node.js 16.
This PR updates all devdeps and updates deprecated APIs. This does not fix the single failure on node 16 but does get the test suite running (unsure why it was running at all in CI without this).
edit: this all fixes all known vulns found by npm audit
