i18n proof of concept changes

Hi, I just opened a PR which is another step towards trying to improve our i18n workflows. I used the cn localization as one of the examples. nodejs/iojs.org#276

Note: eventually, when this is merged, we will not have duplicate copies of the home.html in each localization (and index.md will be retired.)

I'm interested to hear your feedback or suggestions.
