OSPP 2025 项目

此 PR 为针对 NB-CLI 在主体功能上的大量改进，包括：

  • 交互式 CLI 流程优化
  • 本地缓存机制
  • 项目元数据结构更新（会同步至 NoneBot 2 仓库）
  • 插件商店等 TUI
  • 其他杂项改进
