MsBuild allows compile before code generation is finished

This results in changes to be applied on 2nd build and breaks build servers which clean workspace before each build.

Expected behavior is NOT to start compiling before file with calculated versioning info is written to disk.

Cannot reproduce in visual studio, but is reproducible in TFS.

MSBuild target was triggered as BeforeTargets="Build". Build target is triggered AFTER compile. Updated triggering to BeforeTargets="CoreCompile" which is exactly where the csc is ran.
