[BUG] legacy changelogs should not be part of published cli

### Current Behavior:
Included in the data published with the cli is the `./changelogs` directory, which contains the changelogs for previous semver-major versions of the cli.

### Expected Behavior:
This directory should not be included with the published cli.

- npm: 7.5.2
