Move storybook theme switcher to `@storybook/addon-themes`

There is a first party Storybook addon for theme switching [@storybook/addon-themes](https://github.com/storybookjs/storybook/tree/next/code/addons/themes). Moving to it should simplify config and improve long term maintainability.
