This PR restores the
PublicRuntimeConfiginterface, as a vehicle for augmenting types for runtimeConfig['public'] which otherwise can't really be done. (Otherwise each augmentation would completely override the type ofpublic.)Particularly value your input @pi0 as you touched this last.
