Would it make sense to separate the CPU and the GPU checks into different jobs? Maybe even more combinations matching the existing tests can be added with a job matrix.

@marcinz running the GPU and CPU tests separately does not seem to be saving us much time: https://github.com/nv-legate/cunumeric/actions/runs/5143608619/. Do you still want to go with this?

Do you plan to add more items to the matrix? E.g., eager, openmp.

* Update Legate SHA to v25.09.00.dev

- Point to commit 24f41e92b44a347218b5032d14a9a3e379973934
- Corresponds to merged 25.09 version bump with dev tag
