Problem
I want to have Atlantis running and managing all Terraform files in this repository. That will allow me (or other users utilizing this repo's setup) to tell Atlantis to apply files to a given Kubernetes cluster.

Add configuration files in ArgoCD, Helm, and Terraform.
This PR also implements a new
