Inactive Teams and Guilds show up in selectors.

Describe the bug
Both Teams and Guilds that are inactive show up in member selectors. They should not be considered.

To Reproduce
Steps to reproduce the behavior:
0. Have at least one inactive team.

1. Go to Team Skills
2. Click on the + to select members
3. Click on the Filter Value drop-down.
4. See the inactive team in the list.

The same goes for Guilds.

Expected behavior
Inactive teams or guilds should not be displayed.
