Creating a checkin with a role that does not have view/create/update permissions for private notes

Describe the bug
When the role does not have view/create/update permissions for private notes, there is a catastrophic error and John Travolta pays you a visit.

To Reproduce
Steps to reproduce the behavior:

1. Remove view/create/update permissions from the PDL role.
2. Make Faux Freddy Mischevious Kangaroo's PDL.
3. Impersonate Faux Freddy.
4. Create a checkin for Mischevious Kangaroo with private notes.
5. Complete the checkin.

Expected behavior
There should be a message indicating the inability to save private notes.
