Managing Certifications from the Certifications Report Is Broken

Describe the bug
Managing Certifications from the profile works correctly. But, doing the same from the certifications report does not. It is missing the description field.

To Reproduce
Steps to reproduce the behavior:

1. Go to REPORTS
2. Click on Certifications
3. Click on Manage Certifications
4. Fill in the certification name and badge url
5. Attempt to save.

Expected behavior
The save should succeed and the dialog should close.
