Creating a new team defaults to inactive

Describe the bug
When creating a new team, the dialog defaults to inactive.

To Reproduce
Steps to reproduce the behavior:

1. Go to DIRECTORY
2. Click on Teams
3. Click on Add Team
4. See dialog box with Active unchecked

Expected behavior
The Active check box should default to checked.
