frontend: Create new popup widgets

Description

This PR creates 3 new widgets derived from a new base popup widget.

• GuidePopup

• InfoPopup

• Tooltip

This PR currently only implements usage of the Tooltip widget.

Motivation and Context

Improvements to general UI and new user onboarding once guide/info popups are implemented.
