PLUTO Panel Database 1.0

This is the first version of the re-engineered PLUTO scientific database. It contains scripts for creating the database I used for a data analysis project, and is not optimized for other uses. However, this is a full release, as the scripts build a fully functioning database. Input from other researchers on improvements would be most welcome.
