Carry the final autoresearch tree as one reviewable change that includes the trace benchmark harness, SDK trace hot-path reductions, empty-context activation fast path, direct BoundedAttributes initialization, and focused validation updates. This PR adds the issue templates from census-instrumentation/opencensus-python#634. Not that there's much reason for someone to use the bug report template yet...
