Add option to load all Service Definitions in a call to Get Services

Rather than loading each service definition separately, provide an option to download them all at once and cache them for future use. This should provide better user experience for regular use on a mobile device, but may involve a heavy payload on the initial load for jurisdictions that have a lot of service definitions.
