Define bulk data packaging and serialization using GeoReport schema

One option might be JSON Table Schema (see also related W3C work) using the same JSON Schema being developed for the Swagger API spec. Another option might be to use the existing GeoReport API JSON feeds as bulk files using JSON Lines
