When steps are skipped, e.g. by late-joining SST readers, then the self-counted step index does not match the index used in the group table.
TODO:
Originally introduced with ADIOS2 schema 2022_07_26, based on ADIOS2 modifiable attributes #1310. Possibly was a restriction in ADIOS2 v2.7?
