Warn the user of impending machine shutdown

Unless one is watching the portal with an eagle eye it is very easy to miss that a machine to will be timed out and closed. This is pretty common (at least for me) now that timeouts are so short. Has caused loss of work. Emails and/or slack messages seem necessary
