there is not env. variable that exposes the result of the pipeline see woodpecker-ci/woodpecker#4337
I've tried to create separate steps or workflows for success and failure, but that doesn't work because of this bug: woodpecker-ci/woodpecker#4355
We still could do a check after every workflow, BUT that would clutter both the woodpecker config and the chat

An other issue is that if the workflow is set to run_on [ failure ] it does not run, only if success, failure is used

an idea for solution is:

1. have a workflow running on success, failure
2. depending on all important workflow
3. the step will query /repos/{repo_id}/pipelines/{number}
4. check the status of all workflows
5. if any workflow failed, send a failure message to the chat
6. otherwise send success to the chat
