Opening the admin-settings in new tab fails

Bug Description

Opening the admin settings in a new tab fails because it links to /admin-settings, although it should redirect to whatever the user has access to (e.g. /admin-settings/general).

Reproduction Steps

• open the admin switcher on the top left
• right-click "Admin settings" and click "Open in new tab"

Expected Outcome

The admin settings get opened in a new tab.

Actual Outcome

A new tab opens and shows a config error.
