I have removed 1.19.x jobs from the required list ("branch protection rules"), as well as 1.20.x. criu-dev jobs, so this can be merged. Once merged, I will add 1.21.x jobs to the require list. We also need to backport this to release-1.1 (at least the ci-cirrus part, to fix ci). |

Go 1.21 is out, and go 1.19 is no longer supported.
This also fixes cirrus-ci failures seen recently (and happening because go 1.19 is no longer listed).
