Consolidate the OLX block_serializers APIs (backend/dev-only task)

In openedx/openedx-platform#31904 we added a new content_staging django app, and it has some code overlap (OLX serialization) with the olx_rest_api app. Consolidate the "OLX Export" code so it's not duplicated between those two apps.
