How to test

1. Enter the LMS container
2. Enter the LMS shell (./manage lms shell)
3. Import enforcer

from openedx_authz.engine.enforcer import enforcer

4. Load policy

enforcer.load_policy()

5. Ask with the enforcer

enforcer.enforce("user^admin","act^create_library","*")
